According to Wikipedia and Chitika (An online advertising network) survey report- the average CTR is about 2%. That means only two out of one hundred people will click on the advertisements while they’re reading a web content.

Ad networks are following this tradition of CTR strictly. Because, they want to protect their advertisers from click frauds. So, it is safe to keep your CTR between 2% to 4%.
But, at the same time CTR for the contextual and search targeted ad networks will also depend on the keywords (used on the web contents and search engines). Here the advertisements will be displayed on the web contents depending upon keywords. Now, if a person use a high demand keyword like- ‘job’ (and its related) on his/her then he/she will receive more clicks on job related advertisements for genuine interest. So, his/her CTR will be higher.
What will be your actual CTR?
Very hard to say! But you can determine it easily by monitoring your keywords and traffics. If most of your traffic is coming from search engines and you’re receiving higher CTR for some particular keywords then it will be OK.
But, if most of your traffic is not organic (in case of social, referral, direct or paid traffic) then you have to maintain your CTR between 2% to 4% to keep your publisher account secure.

Yes! CTR (click through rate) is a very important to publishers because, it is shown that- whether you’ve done any invalid activities or not.
